Here's a theory; That the Tao te Ching's chapters have been deliberately shuffled and rearranged, perhaps according to some key (I Ching perhaps ), to hide some deeper meaning?
This struck me after the realisation that Chapter Twenty,
...Is there a difference between yes and no?
Is there a difference between good and evil?
Must I fear what others fear? What nonsense!
Other people are contented, enjoying the sacrificial feast of the ox.
In spring some go to the park, and climb the terrace,
But I alone am drifting, not knowing where I am.
Like a newborn babe before it learns to smile,
I am alone, without a place to go.
Others have more than they need, but I alone have nothing.
I am a fool. Oh, yes! I am confused.
Others are clear and bright,
But I alone am dim and weak.
Others are sharp and clever,
But I alone am dull and stupid.
Oh, I drift like the waves of the sea,
Without direction, like the restless wind.
Everyone else is busy,
But I alone am aimless and depressed.
I am different.
I am nourished by the great mother.
would make a better, IMO, first chapter than the present one.
But then again, perhaps I'm just displaying my ignorance? :D

The Tao Te Ching is much like an anthology; each chapter is an independent unit that expresses a single thought or two. The chapters are not necessarily related to each other. There is no story line, no build-up, no structure. For this reason some scholars doubt that the book was actually written by Lao Tse. It almost seems like a collection of sayings of Lao Tse put together by his students. Either that, or Lao Tse was being intentionally sketchy.
Maybe the work was deliberately rearranged later, a la Nostradamus. Who knows? I guess I would have to become rather fluent in Chinese to find out. Despite my obvious lack of knowledge of ancient Chinese, I can't see any special reason for moving chapter 20 to the beginning. To my mind the first chapter should never be moved, since it's the most elegant and most profound of the whole book.
One should always put first things first. :-)

I believe there is no "right" meaning, if there was than Lao Tzu would give us a simple easier answer. Each person has their own way of translating the verses and their own way of applying it to aspects of their life. IMO.
